- Monthly gross income plus liquid assets less than the household rent or mortgage plus utility costs; or,
- Be a destitute migrant or seasonal farmworker with liquid assets less than $100. Applications for Medical Assistance and Temporary Cash Assistance may take 30 to 45 days, and Medical
